I have only one or two observations on the
draft report of the Opium Conference.
1. At the top of page 2 would not a little explanation be desirable as to the fine? Subject to confirmation or correction by Ledlie the sentence might read thus :- "there is nothing to "prevent a broker etc. offers to buy, except "liability to prosecution by the Pharmaceutical "Society under the Poisons and Pharmacy Acts.
"The evidence for such a prosecution is not "easily obtainable; and, when a prosecution is "taken, it usually results in a fine of £5 or £10
"at the most".
2. I see nothing in the draft about prohibiting the importation of opium. I thought
